Anyone good at old perkins engines ?

Probably a long shot but my brother has a old perkins bus engine in his boat and the turbo gauge doesn't work. Its stuck on 0, not vacuum on idle and no boost when the turbo kicks in. I have swapped gauges and still nothing also changed the hose from turbo pipe to gauge and still nothing. Any ideas on what could be causing it ?
