Neighbour deliberately parks across my dropped kerb preventing access

I have a long running problem with my neighbour blocking my dropped kerb even when there are no cars parked outside his. He stopped for a while when he had a job as a taxi driver but he is unemployed again and is very aggressive. The police inform me it is now illegal to block me in or out, not just in as it used to be. However, it is obviously not a police priority to respond to these complaints. He and his non driving girlfriend, his family and visitors have become increasingly aggressive when asked to move as time has gone on. They tell me they will do it deliberately whenever the opportunity arises. One visitor even threatened to break all my car windows if I parked in front of my own drive. We have 2 cars in the household but can never leave one just in the drive, we have to park across our drive in order to maintain access ie in the road even if the drive is empty. This obviously makes the car more vulnerable to any accidents occurring in the road. Also my insurance states I use my driveway so where do I stand there? My neighbour currently does not even own a car but his visitors and family park across my driveway. We have a passageway between our terraced houses which I own and I have to allow him access so he makes sure he parks across that too (It is between the driveways on a dropped kerb) He has a broken down trailer in his driveway so all cars at his house would have to park on his dropped kerb but they use mine anyway. He deals in weed and has many customers visiting him, he also has an unofficial carpentry business in his back garden but would say he did it for the love to keep him occupied whilst unemployed. At one time I had someone living with me who could not get to an urgent hospital appointment because they would not clear my driveway. I did report the threat to break my car windows just in case it happened and it didn't happen. I asked the county council if I could pay for a barrier between the driveways but obviously they can't allow this on a public highway so what on earth can I actually do?
