Car accident

Hi,
I was in a accident in July where a car pulled into my path and I went clipped his side pannel.
The police were called to the scene and I was taken to hospital.
The other drivers insurance are still not claiming liability but are paying for medical help on a non judgmental basis.
The police gave the other driver a driving course as states he was driving without due care and attention.
I am still off work as been diagnosed with ptsd and minor wiplash.
I asked for a intrum payment to cover my loss if earnings but this was denied due to liability.
Has anyone got any advice please
