Who has the right of way if there are cars parked on both sides of the road?

Hi all,

I have my driving test on Tuesday and there is a road that is terrible to drive down, it is a two way street and there is cars parked on both sides all the way down. I know that in usual circumstances that the person who has the blockage on their side gives way to on coming traffic, but on this particular road it isn't the case.
So short of praying no one is using the same road as me on the test: My question is who has the right of way? And what happens if I meet another car on the road and there is no where for either of us to pull into?
