Sleeving underground communications cable.

When my V/M cable was installed between pavement box and wall connection, it was left unprotected, in shallow soil and exposed in places. We have always needed to be careful when digging/hoeing the front garden. As we are having a new, slightly wider drive laid, last week I asked V/M to send someone to fit their normal green sleeve in place so that a new cable could be drawn through without disturbing what is going to be a very expensive drive.
As arranged, an "engineer" and sidekick arrived yesterday. He had one piece of sleeving in his van - about 2 metres too short, but he fitted it anyhow. Said he didn't do this sort of ground work - so why was he sent to do the job instead of someone would should be doing it?
Said he would try to arrange to get someone there by 8:30 am this morning. When 9:30 had passed, I contacted V/M again. Had to go through their security checks (twice), and by this time getting frustrated. Apologised to the reception lady - see said not to worry, it was her job. I said people like her should not be placed in this situation by failures at management level - which she appreciated.
I said that for a company supposedly at the forefront of communications technology, they cannot even communicate with each other.
Call ended at 9:45am with a promise that their engineer would be there within the hour. Now waiting in hopeful anticipation!!!

Well, guy arrived within the hour. Didn't here him come - when he rang the bell he had already done the job. Strange thing is - he had a good length of green sleeving on board but, instead of fitting a new complete length, he cut off enough to finish the job and taped the two pieces together with PVC insulating tape !!! I give up.
