Another lanes merging, who has right of way at this junction?

sorry if this isn't super clear but I'll offer my best paint skills.

assuming that both lanes of traffic are full and stationary at a red light and everybody intends to continue ahead. Both lanes move off at the same pace when the lights turn green. Who has right of way?
There are no signs indicating before or after the junction.

Asking because was 2nd in the queue today and sat for about 5min behind two little cars that both tried to enter together and then got stuck waiting for each other to back down
