Cheap Insurance

Recently, on some social media apps, for example: Instagram, there has been a general increase in the trend of 'cheap insurance' brokers, after contacting one of the individuals, I found that they work buy you paying an administration fee, and them getting you a quote reference. This quote reference is then used by you to contact the insurance company and sort everything out. However, I am wondering whether this is legit or another ghost-broker type scam.
