inherited car insurance problems

I have a problem and wonder if anyone can help.

My 90 year old mother inherited my late fathers car on his death 3 years ago when she was 87, although she has never held a driving licence, she likes the car being on the drive as always as it gives her some sense of normality, the ownership was transferred to her with myself and my 68 year old brother as "named drivers'" with a annual milage of 3000 giving the opportunity to take mother out for social trips and necessary appointments all was fine until this year this renewal has seen the premium increase from £230 to £360 and upon reading the cover I discover that my mother is listed as holding a driving licence, I have searched for a company that will cover this situation and have been told that :

We do not cover people over 89
we can only insure licence holding owners.
You cannot be a named driver on a non drivers car.

I have tried to find a company to cover this in some way.
I am also aware that the owner is liable to insure the car, but how?
