Plastic shopping bags and the environment.

As from October 5, 2015 it will be a legal requirement for supermarkets to charge 5p for each non-reusable plastic bag. So what has our county council done? - advertised in the monthly news letter that residents can claim a free, reusable shopping bag. Why? Do we have to be treated like small children, with a goody hand out for acting responsibly?
For when we go shopping, we have in the car boot a collapsible plastic crate and several hessian shopping bags. usually, we take the shopping trolley to the car and load the groceries at the car. We started doing this ages ago - long before legislation was even threatened.
And another thing - why don't councils pass a byelaw forcing all shopping trolleys to require a pound coin, or purchased token, so that these trolleys are taken back to the appropriate trolley bays, not left all over the car park among the parked cars?
Aldi and Lidl have coin-operated trolleys, AND do not hand out free shopping bags; and they are 'doing alright'.
When it comes to showing a bit of civic pride and helping the environment, are we among a minority of weirdos who happen to care about the planet?
