Peugeot problems with non starting

Hi
206 (2008) 1.4S was started using a booster and now it won't start. Does turn over.
I have no central locking, no electric windows, no heater.
I have found two faults using OBD diagnostic.
"P1612: Memory Immobiliser code" and
"095 System State LED. Sort circuit to earth (permanent Fault)"
I was able to operate the central locking when I sed the actuator on the diagnostic tool.
I think it is probably an immobiliser fault but anyone know a fix.
New here but very hopeful!!
