Reversing accident - who's to blame?

I was involved in an accident in a leisure centre car park today. I'd just driven out from a "side road" where the bays are onto the main roadway in the car park when this woman reversed out of a disabled parking bay (she wasn't disabled - she'd just parked there while her daughter was swimming!) into the front nearside of my car: she hit the headlight area with the centre back of her car.

She claimed that it was my fault because "I drove into the back of her car" but I was on the main roadway and she was reversing out of a bay and, as such, it's her responsibility to check all is clear while she's reversing, particularly as it's a leisure centre car park and there's a skate park next door and there's always kids around on bikes/scooters/skateboards. If she didn't see me in a brightly coloured car in broad daylight how would she have coped with kids on bikes?

My insurance company say that as she was reversing it's totally her fault but wondered what other forum users think.
