Astra 1.7 cdti (07) ticks over perfect but have no revs

I've fitted a new turbo the car starts and ticks over perfect but will not rev up unless I move the actuator arm back to the position it was in before I started the car not sure what the problem is but will post when I find a solution

There is a vacuum valve at the back of the engine near the off side I think this is jammed up so going to remove and clean to see if this fixes the problem
