What is going on in West Yorkshire?

For the last month, a private car seller but who is actually a dealer, has parked 4 cars outside his house on a local road. He had "For Sale" signs in them and they were lined up on the little piece of verge by the road. Initially there was no problem but when someone stopped to look at them there were some near misses. The road is a lane between two major roads and is a 'rat run'. Despite being narrow and no lighting or footpaths, it is subject to a 40mph limit. At this point it is very twisty so the selling position is poor.

The local council got involved as he was selling 2 or more cars within 500 metres of each other (Clean Neighbourhood Act) and reported him. They also noticed that 2 cars were not taxed and duly informed DVLA. A check also found 2 had no MOT so the information was forwarded to the police to attend and take action. Of the 3 only one was legally there.
It appears the police attended and reported that there were no offences disclosed and that was the end of the matter!

In the meantime the seller moved 2 of them to a private car park and removed the "For Sale" signs. So today one of the cars has an MOT and tax and to get round the legislation he has removed the "For Sale" sign. The other car still has no MOT.

I rang the 101 police number and asked about this. The response in essence was that I was saying the police officers were being untruthful. After explaining that the council environment manager and his enforcement officer - ex traffic with 30 years- had attended and reported the seller, there was a change of attitude. It seems they will send an officer to look again.

Does this happen where you are? Are the police withdrawing from this type of offence? What I cannot reconcile is the fact that this police force had a lot of exposure recently on the telly where they were very active in dealing with all manner of traffic offences.
To me this is very poor service.
