Clio Emissions Problem. Help!!

Took the wife's Clio in for the MOT today and it failed on emissions.

Natural Idle test was fine.

Both Fast idle tests showed excessive CO levels, 0.625 and 0.492 (Pass is 0.3). Lambda reading was fine and HC reading was low. In addition, the CO reading was hopping about all over the place.

The garage were pretty sure that the CAT needs replacing but I'm not convinced.

Anyone any thoughts? I'm not sure whether it's connected but the water temperature gauge reads quite low, although I'm told this is normal for a Clio. In addition, the fuel consumption is a smidgen higher than I'd hope for, but this might just be down to the type of car.

(I have tried two different OBD2 readers on the car but can't get either of them to communicate with the car)

The car is:

1998 Clio Mk2, 1.2 petrol.
