Yellow lines and delivering food in a personal car

Hello,

I am wondering if I am allowed to park on yellow lines (during the times of operation, where there's no loading/unloading ban) when I deliver food (a small light bag I can carry comfortably using one hand) in London in my personal car for Uber Eats.

In some places I've read that "loading/unloading" only applies to delivering bulky or heavy items, but now I've read in two official places that all commercial deliveries are considered "loading/unloading".

"All commercial deliveries and collections (including multi-drop and couriers) are included in the exemption. Reasonable time is allowed for the checking of paperwork too – however, as soon as the delivery has finished the vehicle must be moved."

But for example on the website of Westminster City Council (https://www.westminster.gov.uk/loading-and-unloading) it says that the "delivering bulky or heavy items = loading/unloading" only applies to private vehicles. Am I right to assume that if I do deliveries in my personal car and have an add-on commercial insurance on top of my regular one, then at that time my car is considered a commercial vehicle?

Can a certain borough say something is not allowed even though content.tfl.gov.uk and londoncouncils.gov.uk say it is?

For example the Borough of Kensington and Chelsea (https://www.rbkc.gov.uk/parking-tran...ng-and-loading) says:
"You can stop to drop someone off, or to load or unload heavy or bulky goods :mad:, for up to 40 minutes on single or double yellow lines"

I'd be grateful if you could shed some light on this. Especially if there's an official law you know of that explicitly explains this. Thank you in advance for your help.
