U turn, maybe hand brake turn

I was unfortunately in my first accident, since passing my test over 30 years ago. I was behind a car, leaving at least a carst length between the car in front. When suddenly out of nowhere, the driver did a u turn, she did it that quickly, I thought it could of been a hand brake turn! My immediate reaction was to swerve to the other side of the road, whilst observing no traffic approaching on the other side. Anyway, on her way back, the driver clipped my passenger side door and spun 360 degrees.
Two minutes after the accident a police officer arrived, he was just driving around when he saw the woman's car in the road. The lady had gotten out of her car, where I couldn't move. The police officer came to me and turned off the engine and took my seat belt off.
About half an hour later the lady came over, escorted by the copper, and apologised in front of him and 3 of my friends, who had arrived earlier.
I called my insurers the next morning, who told me that it was an illegal manoeuvre and whatever happened from now, it was her fault!
The next couple of days I felt very ache across my shoulders and down my neck, just put it down to muscles from the accident. Didn't want to make a fuss, as I thought maybe the lady had been through enough.
A few days later had to go and see the nurse over another medical problem, she asked if I was OK, as I looked in alot of pain. I explained about the accident, so she examined my neck and shoulders and sent me for a x ray and told me to ring my insurance company and tell them.
I called my insurance only to be told that the other party had told their insurance that I had OVER TOOK her whilst she was doing the u turn....which was a lie! My insurance however, asked me why I hadn't slowed down or stopped and why had I swerved? Was it too near the car in front? I thought that ' your' insurance is there for you? As I haven't ever been in an accident, I really don't know the process.
If someone out there could please tell me firstly who's fault it was, and 2 is this how insurers work? Apparently apologising isn't accepting fault!
