Hi guys, I am a bit scared now and lost at what to do.
I was walking beside my house and saw a car driving dangerously around the road. I did not think much of it.
That was until the driver skid and hit my car which was parked on the roadside.
I immediately ran over and saw he dented and scraped the offside door and bumper.
The driver, being a 20 something boy immediately said "There is nothing there, don't worry about it"
I was shocked and asked him to move to the side of the road as we were causing a block up on the side road.
He agreed and moved to the side of the road however as soon as he got there he sped up and tried to get away fast. Exceeding at least 45mph in a small 30mph road. I managed to get his number plate and make and model of the vehicle.
At the time everyone around was asking if I was ok but thinking back at it I should have asked if someone could have been a witness to it.
Anyway I reported it to the police as soon as I got inside and have received a letter back today saying:
"After consideration of all the available evidence and in view of this being a damage only incident it has been decided that it would not be in the public interest to pursue a prosecution in this case and as a result no further action will be taken. However, I can inform you that the vehicle ******* is registered and insured.
Your insurance company may wish to pursue this matter on your behalf or, alternatively, you can obtain details of the registered keeper of the other vehicle by completing form V888 available on line at DVLA.gov.uk. A fee payable for this information."
Now I am confused. I assumed that it was an offence to not give your details when involved in an accident.
Also as I have not informed my insurance company yet (Idiotically I know...) would I be in trouble if I do now and let them deal with it?
Any help would be appreciated as I am a bit lost right now.

Edit: Just to add the accident happened on the 1st of March, so around 16 days ago
