The End of the Tax Disc

I see that it is likely that we will no longer have tax discs after 2014. Still have to pay of course, but no disc to display. Saves £7 million or so. They will also let people pay on a monthly DD - a long overdue reform.

The only downside I can think of is that we won't be able to spot the cheats so easily.
