Dropped Kerb Law

I know this has been mentioned before but the police don't reinforce the law on dropped kerbs. My next door neighbour has a large van with a huge step and tow bar and continuously parks this over my dropped kerb and, quite frequently, on part of my driveway. This led one evening to me driving out of my driveway (straight) and colliding with his large tow bar system with the consequence that my car was damaged. I immediately rang the police and they advised me to put a note on his windscreen with reference to the collision. I took loads of photographs to show that his vehicle was over my driveway but as it was evening the photographs were not a fantastic quality but you could see his vehicle across part of my drive and completely over the dropped kerb.

The police came next day and I showed them the photographs etc. etc. and they said my neighbour denied everything and that my photographs were not a good enough quality! Nothing done. Since then I have used the police website/non emergency phone calls to inform the police of my neighbours continuance on parking on my drive. The police have done nothing. Today the police came once again and even though the van was parked completely over the dropped kerb, half on the pavement and blocking a sort of school crossing/raised pavement area the police will do nothing. I told the police about the law on parking over the dropped kerb (and part of driveway) and they just said that if I couldn't pull out of my drive it was my fault and would I like to participate in some driver training ! Can somebody please tell me what to do? Exactly, what is the law and what should I do now I know the police are doing nothing? I am new to this thread so apologise if I am not doing everything right. Thank you.
