Car hit me, minor damage (£400). She accepted liability but is now lying RAC witness!

Hopefully someone can help me! I'm 22 and have never had a car crash in my life and am a little bit in the dark as to what I should do!

30th January 2016 I parked in a lay-by in Sainsburys (where you recycle clothes). A car was parked in front of me and was there already with RAC as she had a burst tyre which had just been fixed. My mum ran out of the car to chuck things in the bin, just as I parked there, the lady in front got in her car and started reversing. I noticed this and beeped my horn down however she still went into me. Hardly any damage to her Jag but my bumper has been cracked off slightly (£400 damage). She got out apologised and gave me her reg and telephone number and said contact your insurance. She was very sorry etc.

After speaking with my mum in law she advised to get a quote from VW to see how much it would be to repair, then present it to the lady who hit me and ask if she wishes to pay directly or go through insurance. I tried calling the lady that night but left a voicemail stating this.

Got the quote back this week and I text her twice and left 2 voicemails stating I have got the quote and asked for her email and whether she wishes to pay direct or through insurance. She still hadn't contacted me back so I left her a further voicemail yesterday and politely said I will be reporting you to the police if you do not return my calls. She called me back almost instantly and said she reported the incident to her insurance on 2nd February or something, she told me who she has insurance with. I said to her 'so you didn't want to pay direct and want to go through insurance' to which she replied 'i have no choice as its a hire lease car', so she is still accepting liability here.

I rang her insurance to make a claim, to which they told me that she says I drove in to her and that she has a witness (RAC) however they haven't contacted RAC for this yet. I am so annoyed and frustrated now!! I contacted her about 3 times after this and she is now blanking me. I am a hard working student and cannot afford this £400 for something I didn't do and its really stressing me out as I don't know what to do now and don't understand how these things work. I don't want to claim on my insurance and run the risk of losing my NCB and my £400 excess! (its free insurance from VW). I have also got a thing called Ensurance with VW. Don't know if that would help?

I have two witnesses (my mum and nan in the car). I tried contacting RAC but they cannot give me any details under data protection. I have also asked Sainsburys for CCTV which they don't have.
