Police impound a stolen vehicle.

On the news today, a Leicestershire woman had her car stolen from outside her home. She did some enquiring on line (Facebook, I think) and another woman rang to say that it was outside her [the other woman's] house. So she set off with her paperwork and keys to recover it, but the other woman had also told the police and they came and took it away before the owner arrived.
The car was taken for forensic examination, and the owner told she had to pay £150 for it to be released back to her.

Now, if the police took it for forensic tests in order to help in dealing with the crime, surely the owner should not be charged with a fee once the police had finished with the car? I wonder if the police were the originators of clamping cars and then charging for their release???
I understand the charge is now "under review"!!!
