Another Driver Has an Accident in My Towed Car

First of all does it count that it was another driver in a car if it was towed with a rope by another car? So my car wasn't turned on.

If it counts as driving anyway, will the insurance company pay if we both own a car and have valid fully comp insurance, also the driver had my permission to drive my car?

It was not my car driver's fault, but another car smashed into my car when it was turning to a side road, claiming he didn't see the rope and didn't realize the car was towed.

And if this case is claimable, who's insurance has to pay: mine as I am an owner of a damaged car, or my friend's who was at the steering wheel?
