Tax direct debit mistake

My car has been clamped and a notice about unpaid tax put on it - I discovered this morning and had to go to work, and deal with it tonight.
I had set up a direct debit last October, so today checked with my Natwest bank and it is still active, but payment hasn't been requested since 2nd Feb (when it was paid) Strangely the direct debit was set to weekly, when this isn't an option with car tax. When it was set up as part of the online process I didn't get to choose frequency, I don't think. I have had funds in my account to pay it each month on 2nd as I get paid on the last day of the month, and I have now been through the statements online and seen funds were available each month.
I had noticed it hadn't gone out one month, but put that down to some payments for things being 10 months per year. Wish I had chased it up.
I am sure they have made an error with taking the payments, but I have had a look at gov online, and the possibility of being clamped in error isn't an option, and there are no email or phone numbers for a person. There is not option to ask if they have made an error.

I would like to email someone the information on the direct debit from my bank, can anyone suggest an email address? Or does anyone recognise this as something my bank could have done?
Will I just have to pay because they will say I should have been checking the payment had gone out each time?
