Roof box questions

Hi, I'm hoping someone can give me some advice on roof boxes. I'm expecting twins, so will need a double buggy. The problem is I recently bought a new car - a VW Up! (5 door - I was planning on children, but one at a time!). I've looked at all the double buggies on the market and none will fit inside my car when folded, either in the boot or front passenger side.
I can't afford to buy a new car as mine is on a 4 year contract and only 8 months in, there would be a big balloon payment to pay if I were to take it back.
The only solution I can think of is to buy a roof box and put buggy in that when going out.
I figure I'll need to take a step with me to be able to reach up to open it - I'm 5'5, but that's fine.
However, now I realise the roof box may get stolen as it will need to be left on car all the time. Is there a lock I can buy to keep it locked to the roof bars or I suppose a theif could just take the roof bars too. It is parked outside my house overnight on a reasonably quiet road but cars do get broken into and there are burglaries around here.
Any suggestions?
