Citroen Dispatch Problems

Hi

I have a 10 plate dispatch and have a few problems the horn wont stop going off so had to remove the fuse and now the headlights are staying on constantly full beam this is it first started throwing up these problem when i went to start it i got error message saying water in fuel line then this cleared after disconnecting battery then emmissions fault then this cleared after a long drive but the lights are still on and when i replace the fuse the horn carries on and goes off constantly and the lights still stay on
