Years ago now, perhaps 50 years ago, A relative of mine was killed in a road traffic incident.
His father received a knock on the door in the early hours of the morning. It was a police officer to say "I am sorry to have to inform you that your son has been in a car accident"
Father replied "which hospital is he in"
PC answered "He is not in a hospital, he is in the morgue"
Anyway, my point is : If a vehicle is owned by a company or a leasing company with a big fleet of vehicles, and the name and address on the V5 as the "registered keeper" is the company or even a PO box number. If there is an accident in the middle of the night, it may be difficult to get the correct name and address of the driver until the following morning.
