Dangerous driver putting us in danger when returning from having a baby!

So my wife hasnt been driving since she became pregnant. She had completely forgotten that her MOT has lapsed a few months before. When she went into labour, we couldn't take my car as my brother had it, so i drove her in her Yaris.

After giving birth, my son was taken into intensive care and we were coming home. After entering the dual carriageway on the A12 a Passat overtook me on my left. i honked and the prat decided to break right infront of me. I done an emergency brake, the seatbelt snapped on my wife's belly exactly on her stitches. She was in relative pain and worried about her wound, while the passat's driver was showing us the finger in complete standstill on the fast lane. I managed to put on my hazards and take a picture of the car. The driver then sped off and was out of site in less then 10 seconds. He must of gone at 60-70 mph on 40 mph road.

I called the police on a lay by and they put his details to local traffic cops. The operator was very concerned and asked me to go to the police station and fill up Form 207. The next day, i completed the MOT (the car was completely roadworthy) and got the form. The receptionist asked me to complete section D.

My questions are twofold:
Firstly - What happens after i hand in the form?
Secondly - will i have to accept the £60 fine for lack of MOT at the time?
